i heard it possible to be made in photoshop elements 2.0...but how bout ps7?.....and can you tell me how to make them?

Actually what you're probably looking for is ImageReady... the program that ships with photoshop. You can build animated gif's fairly easily using IR. You're really going to have to take a look at the manual to get a feel for the methodology in IR. I can't think of any good tutorials online at the moment, anyone got a good url?
