Lau, it's impossible. Just try and find good quality big pictures that don't need resizing anyway.

resize the picture 110% every time and you (almost) dont l;ose quallity

on paintshop pro I think it works if you use the deform tool to resize it to the size you want and then sharpen it - it doesnt go overly pixelly so long as you a good quality picture start with although it does loose some quality

oh and make sure the picture resize started out as either jpg or a png

try rasing the DPi to 300

and also

get a plugin called noise ninja

its takes away the grain and blocks shti form when u blwo up and iamgine..

its so sick.
