if nothing else, how would i make that border (more so the top right than the rest, but all of the pic. would be nice )

Are you looking at the shape of the border or that little green thing inside?

You can create the blue/white border that goes around by making the selection and go to edit>stroke with 1px aznd the blue colour. Expand your selection by 1px and stroke it again with white. Expand the selection again and stroke it one more time with the blue again.

That's probably not the best way but it's pretty quick

both more so how the border's shape (the angles, etc.)

1/open a new document.
2/View>Show>Grid
3/View>Snap
4/Take the polygonal lasso tool
5/Click where you want to start
6/Just move to another location, and click when you want to change direction.
7/Finally come back to your starting point.

part two:
1/save the selection you made and thjen save the document
2/edit>Stroke
3/Expand selection with the pixel size you chose to stroke, and stroke anew with another colour
4/ repeat step 3 but use the first colour. This way you get a double border.

part three
1/load any image, and
2/drag it on the file with the selection. drag it around until it is like you want it inside the selection.
3/ Copy the selected part and paste.
4/Delete the layer with the full image.

Flatten.

etc.

given the fact that you have no problems at all with the basic tools, this must be childs play.
It is.

mobile target... i'm gonna have to change your direct image links into text links, ok. By posting those images here using the original source url, you're running up the other guy's server bandwidth -- every time someone views this page.

It's not normally considered a 'nice' thing to do.
Don't sweat it though, it's not a huge deal. And the folks here will still be able to view the images once they click the links.
